While there are RFCs that dictate embedding standards of HTML in email, there are none that dictate what content should and should not be included in HTML email. RFC(s) of this sort could guide email server software manufactures as to what email content to accept via POP3 and what to drop. Unfortunately, the lack of guidelines in this case has given way to a wide variety of script hacks (usually affecting Microsoft email clients) that has created the virus and spam bombardment that the Internet is today.
